HCFA redefines counting of minutes for hospital outpatient services The Health Care Financing Administration (HCFA) has issued new guidelines that redefine how therapists count minutes of therapy for outpatient hospital services that use HCFA’s Common Procedure Coding System (HCPCS). Effective April 1, 2000, therapists will no longer be able to bill for services they perform for less than eight minutes.
