About the Author
Jeffrey T. Coleman worked for the New York state Department of Health as a surveyor for 28 years, retiring in 2004. He was assistant program director for hospital and primary care services in the western region of New York, covering 17 counties. He was responsible for the eight-county Buffalo office, establishing and running federal and state surveys in all types of facilities, including 31 hospitals. Jeff also assumed oversight and survey responsibilities for 60 diagnostic and treatment centers, which include ambulatory surgery centers, primary care clinics, renal dialysis centers, speech and hearing centers, and eight local health departments.
