About the Author
James J. Cicero, MD, FACEP, retired in 1995 as chief of the emergency medicine department at Regions Hospital in St. Paul, MN, which was the trauma center for eastern Minnesota and western Wisconsin. He has worked as an expert witness on 97 malpractice cases and screened cases for a busy plaintiff law firm that handles many malpractice lawsuits.
Dr. Cicero joined the emergency medicine department at Regions Hospital, which was then called St. Paul Ramsey Medical Center, in 1974. He was chief of emergency medicine from 1982 until he retired.
While serving as chief, Dr. Cicero led the development of a captive insurance program for a 200-physician clinic and served as its president. In this role, he helped to evaluate each malpractice case brought against members of his clinic to decide all the issues about the case. This, combined with Dr. Cicero's medical expertise and extensive experience as an expert witness, has given him unique insight into the legal process as an expert or a defendant.
