The Deficit Reduction Act (DRA) is one of the most pressing compliance regulations of 2007.
The DRA’s “Employee Education About False Claims Recovery” obligation continues to perplex many healthcare providers, even though the January 1 deadline passed. Recent CMS guidance on the section left many questions unanswered.

Brian Flood, Esq. is Inspector General for the state of Texas Health and Human Services Commission. Under Flood's leadership, OIG activities resulted in over $1.5 billion in fraud and abuse recoveries for Texas during the 2004-2005 biennium. Flood, who serves on the boards of the National White Collar Crime Center and the National Insurance Crime Bureau, recently appeared before the Senates of the U.S. Congress, New York State, and Missouri as the national subject matter expert on fighting Medicaid fraud.
Frank Sheeder, Esq., is a partner in the Dallas office of Jones Day. He assists a variety of healthcare providers with compliance issues. He also provides representation in administrative, civil, and criminal matters, such as discrete internal investigations, voluntary disclosures, defense of whistleblower actions, defense of criminal allegations, responding to government requests for information, and resolution of OIG initiative cases. Frank earned a Bachelor of Arts degree cum laude from Duke University in 1984, and a Doctor of Jurisprudence from Boston University School of Law in 1987. Among other professional activities, he is a member of the Health Care Compliance Association, the American Health Lawyers Association, and the American College of Healthcare Executives. He has been a frequent speaker, and author of articles on healthcare compliance, with a focus on the anatomy of government investigations, voluntary disclosures, and whistleblowers.
