CMS is serious about outcome measurements for therapy
To push its agenda for stronger outcome measurement tools in rehab, CMS in Transmittal 63 recommended that therapy providers use one of the Transmittal 63 assessment tools to help document outcome measures. Three of those tools are for use in the PT and OT setting.* These three tools include
- Patient Inquiry by Focus On Therapeutic Outcomes, Inc. (FOTO)
- Activity Measure - Post Acute Care (AM-PAC)
- OPTIMAL by Cedaron through the American Physical Therapy Association
Whether you’re in PT or OT, if you provide therapy, you’ll want to be familiar with the newly recommended tools. While these tools are currently only used by a small part of the rehab population, CMS is pushing providers to use them in hopes of putting alternative payment options in place for rehab facilities.

MEET THE SPEAKERS
Nancy Beckley, MS, MBA, is president of Bloomingdale Consulting Group in Brandon, FL. She has worked with rehab therapy clinics and hospitals in the areas of Medicare program development, survey and certification, managed care, and marketing, and has also served on Medicare's Professional Technical Expert Panel on Comprehensive Outpatient Rehabilitation Facilities (CORF), and as a program advisor to Easter Seals' rehab outpatient programs nationally. Nancy has more than 20 years of inpatient and outpatient rehab experience as a clinician, manager, and administrator.
Dennis L. Hart, PhD, PT, is director of consulting and research for Focus On Therapeutic Outcomes, Inc., and president of Hart Ergonomic Consulting. Dr. Hart is a physical therapist who earned his doctorate in industrial engineering. He taught in physical therapy curricula for 15 years where he had an interest in perfecting ways of measuring function in people with pain syndromes with particular emphasis on ergonomically safe work. He has owned and managed an industrial private practice dedicated to providing Functional Capacity Evaluations, work conditioning/hardening clinical services, ergonomic services, and litigation support.
Alan M. Jette, PT, PhD, FAPTA, is professor of Health Policy & Management at Boston University's School of Public Health and directs Boston University's Health & Disability Research Institute. He is research director for the New England Regional Spinal Cord Injury Center based at Boston University Medical Center and serves as director of the Post Doctoral Research Fellowship in Rehabilitation Outcomes and Effectiveness Research, based at Boston University. He has published over more than 125 articles on these topics in rehabilitation, geriatrics, and public health literature.
