DRA FACTS: DID YOU KNOW?
The DRA:
- Increases the number of federal Medicaid enforcement employees from eight to 100.
- Creates a new Medicaid Integrity Program (MIP) staffed with federal agents to lead national Medicaid fraud enforcement. The MIP received $5 million in seed money this year, and will become a $75-million-per-year operation by the fiscal year 2009.

Doug Colburn is the inspector general to the Georgia Department of Community Health. He is the Division Chief over the Program Integrity Unit, Internal Affairs and the Audit Unit. As the first appointee to the position of Inspector General, he organized and developed the Office of Inspector General, managed internal and external risk, and developed legislation including the State False Claims Act and the Comprehensive Medicaid Safeguard Act of 2007.
Rebekah Casteel Latchis, J.D., is the director of corporate responsibility services with Bon Secours Health System, Inc., in Marriottsville, MD. She is responsible for overseeing system-wide, project management of Bon Secours corporate responsibility initiatives.
Sara Kay Wheeler is a partner with Powell Goldstein in Atlanta. She practices exclusively in the area health and hospital law with the firm's Atlanta and Washington, D.C. healthcare groups.
