He is a former Inspector General with DHHS, FBI agent and supervisor, and Presidentially appointed National Law Enforcement Commissioner.

Cottos, is senior vice president with SMS, has more than 32 years of investigative experience and over 22 years of management experience, both in the federal government and the private sector. He is a former Regional Inspector General and Chief Inspector for DHHS OIG, Assistant Inspector General for Investigations for the Department of the Treasury, and US Postal Inspector.
